Sweco wins multi-year Netherlands water infrastructure framework to strengthen flood resilience and water quality

Sweco has secured a major multi-year framework agreement with four regional water authorities in the Netherlands to support critical water infrastructure, flood protection, wastewater management, and climate adaptation projects across the country's vulnerable southwestern delta.

The framework agreement, which runs from 2026 to 2030 with options to extend for an additional two years, has an estimated value of SEK 144 million for Sweco. The contract further strengthens the company's position as a leading engineering and environmental consultancy supporting Europe's transition to more resilient water systems.

The agreement has been awarded by a Water Board representing four Dutch regional water authorities: Waterschap Hollandse Delta, Waterschap Brabantse Delta, Hoogheemraadschap van Schieland en de Krimpenerwaard, and Hoogheemraadschap van Delfland. Together, these organisations are responsible for managing flood defences, regulating water levels, maintaining water quality, and operating wastewater treatment infrastructure throughout the southwestern delta region.

Under the framework, Sweco will provide specialist engineering and technical advisory services covering hydraulic engineering, flood defence design, wastewater treatment, water resource management, and climate adaptation planning. The consultancy will work alongside the four authorities to modernise essential water infrastructure while improving resilience against increasingly frequent extreme weather events, rising sea levels, and stricter environmental regulations.

The Netherlands is internationally recognised for its advanced flood management systems, yet climate change continues to increase pressure on ageing infrastructure. As sea levels rise and rainfall patterns become more unpredictable, investment in resilient water management solutions has become a national priority.

The total maximum value of the framework agreement for all selected engineering partners is approximately SEK 988 million, with Sweco expected to receive projects worth around SEK 144 million, subject to the allocation of individual assignments during the contract period.

The award reflects the increasing investment being made across Europe to strengthen climate resilience, improve water quality, and upgrade wastewater infrastructure in response to environmental challenges. It also aligns with Sweco's recent report, "Too Much, Too Little, Too Polluted," which highlights the growing risks facing Europe's water resources and the urgent need for sustainable investment in flood protection, water management, and resilient infrastructure.

With governments across Europe accelerating spending on climate adaptation and water security, the agreement reinforces Sweco's role in delivering engineering expertise that supports safer communities, cleaner waterways, and more sustainable water management for the future.
